Troxclair PC has garnered a name for itself in Texas as a go-to shop for government relations work, with our Principal, Caleb Troxclair, being listed as one of the top ten “Rising Star” lobbyists in Capitol Inside’s 2017 Texas Lobby Power Rankings.

Troxclair PC’s clients include some of the top independent oil and gas producers in the nation, leading technology and energy trade associations, and several technology companies, including cybersecurity and data storage firms.

Caleb R. Troxclair

Caleb R. Troxclair is an attorney with expertise in business, energy, technology, regulatory, and legislative law and policy. As the principal of Troxclair PC, he has led the firm to become a recognized leader in the areas of law and government affairs in Texas. After serving in prominent and diverse roles in state government over a decade and a half, he put this experience to work building a record of success and a reputation for excellence at Troxclair PC.

Prior to founding Troxclair PC, Caleb served as Chief of Staff and Legal Counsel to the Chairman of the Texas Railroad Commission, Texas’ energy regulatory body.  In this role Caleb advised the Chairman on complex legal and policy issues impacting Texas’ energy sector, as well as assisted in running the nearly 800-person agency.  

Before joining the Railroad Commission, Caleb was Chief of Staff to a Texas state representative, where he helped to pass and implement many bills into law, negotiating conflicting interests to successful resolutions and helping to shape the futures of critical industries.  In addition to his role as Chief of Staff, Caleb also served as Committee Clerk to the Texas House Committee on Regulated Industries, with jurisdiction over telecommunications and electricity legislation, gaining unmatched knowledge of these dynamic policy areas.

Caleb is a highly sought after speaker on legal, regulatory, and policy issues nationally and internationally and serves on the advisory committee of the Energy Council of the Americas, a non-profit organization focused on the advancement of energy education in oil, natural gas, and power generation markets in the U.S. and Mexico.  Serving in this capacity, Caleb often provides guidance to government officials and private entities on the Texas energy regulatory model.

Caleb completed his undergraduate studies in Political Science at Texas A&M University -Kingsville and received his JD from the University of Texas School of Law. He and his wife, Ellen, reside in Austin with their two daughters.


W. Ryan Brannan

Of Counsel


Ryan Brannan brings over a decade of legal and government experience to the firm.

Prior to founding the Brannan Firm and joining Troxclair PC, Ryan served in the executive branch of state government for almost a decade. A three time gubernatorial appointee, Ryan has been appointed by both Governor Greg Abbott and Governor Rick Perry to serve as the Commissioner of Workers’ Compensation. Prior to his appointments, he served as an advisor to Governor Rick Perry in the Office of Budget, Planning and Policy. In this capacity, he advised the Governor on a wide range of budget and policy issues including all lines of insurance, public health, tort reform and legal issues, land use and eminent domain, as well as gaming and racing.

Before serving in the executive branch, Ryan advocated for policy issues in the capitol and wrote extensive position papers for both the Texas Public Policy Foundation and Dallas County Republican Party. His subject areas of expertise ranged from insurance legislation and litigation issues to electricity markets and telecommunications. 

He also worked with the Governor’s economic develop team and legislative budget committees to ensure favorable outcomes for Texas businesses.  His work has been published or mentioned in at least 16 periodicals, including the Wall Street Journal, Texas Lawyer, the Dallas Morning News, the Houston Chronicle, and the Austin-American Statesman. He began his public policy career in the D.C. offices of Senator Kay Bailey Hutchison.

Ryan also has experience both as a practicing attorney and as a business owner. He has represented clients on all aspects of commercial and insurance litigation in private practice and served as a co-founder and director of a 501(c)(3) non-profit organization. He has served on numerous boards and committees.

He received a B.A. and M.B.A. from Southern Methodist University and a law degree from the University of Oklahoma. He is a current member of the Texas State Bar and Austin Bar Association. Ryan lives in Austin with his wife and two daughters where they are active members in the Austin Baptist Church.

Jamie Weber

Policy Analyst


Prior to joining Troxclair PC, Jamie served as a Legislative Intern at the Texas State Capitol for State Representative Cecil Bell. She assisted the office in drafting constituent letters and communications regarding various policy issues. She conducted legislative research and administered assistance with proclamations, certificates and resolutions.

Before moving to Texas Jamie served as a Legislative Aide to the government affairs team at the Tallahassee firm of Rutledge & Ecenia and completed her first legislative session in the State of Florida in 2018. During her time with Rutledge & Ecenia, Jamie covered policy issues including Healthcare, Higher Education, Alcohol and Beverage Licensing and Regulation, Gaming and Pari-Mutuel Law, and Environmental Law.

During her sophomore and junior years at Florida State University Jamie served as a Litigation Assistant for a tax lawyer at Ausley McMullen PA and as a Legal Assistant to a criminal law attorney at Annabelle Dias PA. 

Jamie completed her Bachelor’s degree at Florida State University in May 2018 with a double major in Political Science and Sociology, Pre-Law. During her four years at FSU, she was an active member of Phi Alpha Delta Pre-law International fraternity. Jamie lives in Austin where she is an active member of Saint Ignatius Martyr Catholic Church.

Legislative Affairs

Troxclair PC is uniquely positioned to help our clients with legislative priorities. Not only do we provide our clients with unmatched access to legislators and the executive branch, but we also pride ourselves on being true experts on our clients’ issues, allowing us to advocate with impact on their behalf.

Industry Coalition Advocacy

Many of the regulatory and legislative changes that occur in Texas begin and end with industry trade associations. An active and robust role for our clients within these coalitions is important. Our firm is an active participant in energy and technology trade associations in Texas and enjoys strong relationships and productive track records within each.
