Caleb R. Troxclair is an attorney with expertise in energy, utility, regulatory, and legislative law and policy.
Prior to founding Troxclair PC, Caleb served as Chief of Staff and Legal Counsel to the Chairman of the Texas Railroad Commission, Texas’ energy regulatory body. In this role Caleb advised the Chairman on complex legal and policy issues impacting Texas’ energy sector, as well as assisted in running of the nearly 800-person agency.
During Caleb’s tenure at the Texas Railroad Commission, he also had the opportunity to advise several foreign governments on Texas’ regulatory structure, particularly in oil and gas. Because of his experience in this field, Caleb was asked to serve on the advisory committee of the Energy Council of the Americas, a non-profit organization focused on the advancement of energy education in oil, natural gas, and power generation markets in the U.S. and Mexico. Serving in this capacity, Caleb has traveled abroad for speaking engagements and to provide guidance to government officials and private entities on the Texas regulatory model.
Before joining the Railroad Commission, Caleb was Chief of Staff to a Texas state representative for nearly a decade, where he helped to pass and implement many energy and utility related bills into law. In addition to his role as Chief of Staff, Caleb also served as Committee Clerk to the Texas House Committee on Regulated Industries, which had jurisdiction over telecommunications and electricity policy-related legislation.
Caleb completed his undergraduate studies in Political Science at Texas A&M University -Kingsville and received his JD from the University of Texas School of Law.
